* In a skillet, add water, onions, red and green bell peppers and bring to a boil. Cook for about 10 minutes until onions and peppers are rehydrated and soft, and water has boiled off.
* Add corn, salsa, and broth to skillet and bring to a boil. Stir in rice and cover. Simmer for 15 minutes.
* Remove from heat and let stand for 10 minutes. Fluff with a fork, and enjoy.
